City of Toronto, Canada, for engineering design and construc-
tion verification for upgrades to the Waste Activated Sludge
Thickening and Sludge Dewatering Facility at the Highland
Creek Treatment Plant.
Under the 4-yr contract, Earth Tech provides preliminary
engineering design, detailed design and construction contract
administration, along with post-construction monitoring and
reporting. Project components include upgrades to the sludge
thickening facility, installation of new dewatering centrifuges,
relocation of the ferrous chloride facility, and consolidation of
all permits into a single, site-wide Certificate of Approval for
air and noise.

LARGEST BLAST FURNACE GAS COMBINED-CYCLE
POWER PLANT PUT INTO OFFICIAL OPERATION . . .
at Anshan Iron and Steel Corporation (Angang) (Liaoning,
China) recently. The opening ceremony for the 300-MW
combined-cycle power plant (CCPP) was held at Angang in
Northeast China’s Liaoning Province, reports Industrial Info
Resources.
As an auxiliary project of the West Sheet Steel Mill of
Angang, the CCPP project is the first to use waste gas from a
blast furnace in China. It is the most advanced and the largest
unit of its kind in single capacity in the world at the present
time.
The main component of the project is one 300-MW
gas-steam combined-cycle generating unit imported from
Mitsubishi Heavy Industries, Ltd. (Shinagawa, Japan), with the
waste gas from the blast furnace as the main fuel for power
generation. Construction began on October 27, 2004. The
project was synchronized to the grid successfully on October
25, 2006. Various construction and commissioning items were
successfully performed in May. The unit passed the 168-hr
